"Those who approach the sacrament of Penance obtain pardon from God's mercy for the offense committed against him, and are, at the same time, reconciled with the Church which they have wounded by their sins and which by charity, by example, and by prayer, labors for their conversion." (Catechism of the Catholic Church 1422, referencing Vatican Council II, Lumen Gentium).
It is a Precept of the Church (a Church Commandment) that all members of the faithful should celebrate the Sacrament of Penence at least once a year. This is in order to be rightly prepared to receive Holy Communion during the Easter season, which is another Precept of the Church. To not participate as prescribed by these Precepts is a matter of Grave Sin.
